Adja Phipps
Chief Operations Officer

Adja is a human rights advocate who worked on multiple projects including land rights policy in Africa. She leads a food bank program in her community in Seattle that she now integrated into a range of services, expanding her reach. She guides the SCS's daily operations and partnerships to strengthen relationships and community impact.

Stella Dokey
Director, Legal Department

Stella Dokey holds law degrees from the University of Lomé and the University of Washington. With more than 20 years of legal experience, including a decade at the Northwest Immigrant Rights Project, she now serves as Legal Director at Seattle Community Services, providing accessible and high-quality immigration legal support.

Ruth Moen
Board Chair

Ruth has over 30 years experience in both legal field and leadership roles. As the chair of the SCS board, she brings a wealth of knowledge and guidance to the organization, ensuring that SCS remains rooted in compassion, integrity, and service.

Lee Osman
Director, Transportation Department

Lee Osman brings 27 years of experience in the transportation industry and oversees multiple transportation businesses, including Elegant Limousine Service, which provides safe, reliable, equitable, and sophisticated transportation throughout Seattle. He leads initiatives aimed at expanding accessible, dependable, and inclusive transportation options for all Seattle residents.
